if talk of cooperation to development in the current situation, we can say that a consensus on the need to revise the same schemes can be seen at the end of the 1990s. This is not a novelty, since historically the cooperation is characterized by its permanent adaptation to changing conditions. What is new in relation to previous moments is that what is now questioned by many is not limited to forms or mechanisms of cooperation, they arrive to raise its same reason exist. However, the thorough review that makes the cooperation has to be understood in other two processes: a) the bankruptcy of the thinking of the development and b) the phenomenon of globalization.
in relation to this, the data show a not entirely positive reality. The trends of the last decades, especially since the acceleration of neoliberal globalization, show the exacerbation of inequalities, the appearance of new processes of impoverishment and the resistance of poverty decrease, even when you have increased the gross world product. In addition, failures in the predictions of the recent crises by multilateral agencies, as well as the lack of success in the resolution of key issues of development, have made them lose legitimacy and have raised strong criticism on their policy proposals.
is why the progressive acceptance of the human development approach has opened a new debate on the objectives of the cooperation for development. The shift in emphasis on the priority of the growing capabilities of persons introduces new perspectives to boost cooperation. Issues such as the participation, the equality between men and women, the inequality between countries and within each country, political freedoms and human rights, global institutions and global public goods, among others, shows a broad issues horizon where the development cooperation is an own area in the construction of a more just international society.
